addressed to the Mayor and City Council of the City of Snellville

objecting to a proposed annexation and rezoning located on Temple

Johnson Road and Garmond Drive in Gwinnett County and ratification of

any other actions taken by the County Administrator and/or Deputy County Administrator to pursue said objection in accordance with the Land Use Dispute Resolution Process in O.C.G.A. Section 36-36-11 and authorization for the same to take any further actions, as may be necessary, on behalf of the Board of Commissioners to pursue the Land Use Dispute Resolution Process in O.C.G.A. Section 36-36-11.

2. Multiple Departments 2007-0639 Approval to renew BL068-06, construction and/or replacement of concrete curbs, gutters, basin lids and sidewalks on an annual contract (June 08, 2007 through June 07, 2008), Department of Transportation and Department of Water Resources, to CMES, Inc., base bid $700,977.83. Community Services/Phil Hoskins 2007-0675 Award BL070-07, Demolition and Debris Removal of Three Houses, Two Barns One Residential Trailer and Miscellaneous Structures at Five Different Locations, Department of Community Services, to low bidder, Turner Environmental, Inc., amount not to exceed $72,250.00.

Authorization for Chairman to execute contracts subject to approval by the

Law Department. Contracts to follow award. (Staff Recommendation:

Award) 2007-0635 Approval/authorization for Chairman to approve and authorize the county to enter into an agreement with the Dacula Youth Athletic Association to accept a Lightning Protection System at the Dacula Park. The purchase, installation, maintenance, monitoring and all pursuant cost of this system will be provide by the Dacula Youth Athletic Association. The estimated cost of this system is $5,900. (Staff Recommendation: Approve) 2007-0686 Approval/authorization for Chairman to execute a permanent sanitary sewer easement to Gwinnett County Water & Sewer Authority for the purpose of constructing and maintaining an 8" sewer line through a portion of recreation set-aside parcel 7-220-119. 4. Financial Services/Lisa Johnsa

2007-0488 Approval of a resolution creating the Gwinnett County OPEB Trust Agreement between the Board of Commissioners and the Gwinnett County Retirement Plans Management Committee (RPMC) to establish a trust fund for the purpose of pre-funding the cost of "other post-employment benefits". Authorize transfer of funds set aside for this purpose to the OPEB Trust for initial funding, and authorize the Chairman

to execute the agreement and related documents. (Staff Recommendation:

Financial Services/Lisa Johnsa 2007-0692 Approval/authorization for the Gwinnett County Board of Commissioners to execute an agreement for commercial solid waste collection and disposal with Ledbetter Grading, Inc. d/b/a 211 Inert Landfill & Waste Disposal & GA Recycling for all seven franchise areas in unincorporated Gwinnett County. Subject to approval by the Law Department. The term of this agreement will expire December 31, 2007.

(Staff Recommendation: Approval) 2007-0694 Approval/authorization for Chairman to execute sublease between Republic Services of Georgia Limited Partnership and Gwinnett County for 5.4156 +/- acres of land and improvements located in Land Lot 178 of the 5th Land District, known as 535 Seaboard Industrial Road, Lawrenceville, Georgia, and authorization for Chairman to execute sublease between Gwinnett County and Gwinnett Clean & Beautiful for described property, subject to approval by the Law Department.
